Certain categories of drivers in Kazakhstan can use toll roads free of charge, reports infohub.kz.
The list of beneficiaries is established in Article 5-2 of the Law of the Republic of Kazakhstan "On Automobile Roads". Free passage is granted to specialized vehicles on duty: ambulances, emergency rescue services, police and other law enforcement, transport control authorities, special state agencies, the Armed Forces and other military units, the national operator managing toll roads, the private partner responsible for maintaining the toll section, and bodies for wildlife protection and use.
Benefits also extend to civilian vehicles. They include buses on regular suburban routes and services connecting settlements adjacent to the toll road with district and regional centers, Astana, or cities of national significance. Additionally, free travel applies to buses registered in areas adjacent to the toll road when operating within their own district; trucks, agricultural and irrigation machinery on specific sections between the nearest interchanges when crossing rivers and railways; cars owned by individuals and legal entities registered in adjacent districts when traveling within that district; and passenger cars belonging to WWII veterans.
To obtain the exemption, drivers must submit an official application to KazAvtoZhol, along with a list of vehicle license plates. For regular bus routes, copies of route documents may also be required. The benefit is activated only after the license plate is recorded in the information system; until then, tolls must be paid as usual.
