Kazakhstan plans to modernize the system of state support for enterprises producing eco-friendly vehicles, components, and agricultural machinery. The innovations aim to simplify calculations and clarify deadlines for reviewing applications, reports the website infohub.kz.
The Ministry of Ecology and Natural Resources has published a draft order on the "Open NPA" portal. The document covers vehicles meeting environmental standards, electric vehicles, their components, and self-propelled agricultural machinery.
One of the key changes will be the introduction of a mechanism for offsetting mutual claims. This will allow enterprises to conduct mutual settlements more flexibly within the state support system. Additionally, it is planned to establish clear deadlines and procedures for reviewing manufacturers' applications, introduce a separate offset act, and clarify reporting requirements for companies receiving support.
In essence, the reform should make interaction between manufacturers and the system operator more transparent—from document submission to obtaining financing and providing reports.
The current support system covers several areas: job preservation, compensation for energy costs, research and development, product testing, and fulfillment of warranty obligations. Support extends not only to finished vehicles but also to producers of auto components and eco-friendly agricultural machinery.
The ministry believes that improving the mechanism will optimize the system's operation and simplify settlements between participants. Earlier, it was reported about the expansion of the network of charging stations for electric vehicles in Kazakhstan.
