Reports have circulated on social media that residential buildings for servicemembers were constructed in the settlement of Gvardeysky in Zhambyl Region, yet they have remained empty for five years. The Ministry of Defense of the Republic of Kazakhstan commented on the situation, according to infohub.kz.
According to the posts, two buildings of 120 apartments each — 240 apartments in total — were built in Gvardeysky with public funds. For unknown reasons, however, the facilities have stood idle for five years, while servicemembers remain on waiting lists and cannot obtain the housing they have long awaited.
The Ministry of Defense's press service commented on the situation to a correspondent. The ministry explained that during the project's implementation, developers were found to have violated construction standards and produced defects in the buildings' structural elements.
A technical inspection found that the actual strength of the concrete in the foundations did not meet design requirements, and it also determined that certain structures needed to be reinforced.
"In 2021, the readiness of the residential buildings stood at 90%. However, further work was suspended after developers reported cracks in the load-bearing structures. A series of technical inspections followed, which identified the measures needed to eliminate the defects. In July 2026, the authorized services conducted an additional inspection of the facilities. Based on its results, it was recommended to reinforce the structures and develop the relevant design documentation," the Defense Ministry said.
According to the ministry, work is currently under way with government agencies and expert organizations to determine technical solutions, revise the design documentation and enable construction to be completed.
The Defense Ministry added that information on construction costs, funding volumes and settlements with contractor organizations is classified under the Budget Code and legislation on the military planning system and is not subject to disclosure.
"At the same time, we note that the Gvardeysky garrison has a sufficient number of vacant official housing units to allocate to those registered as needing housing," the ministry concluded.
