Starting September 1, 2026, citizens of Kazakhstan planning to stay in Moscow or the Moscow region for more than 90 days will be subject to an expanded experimental procedure for migration registration via the mobile app "Amina." This was reported by infohub.kz, citing a warning from the Embassy of Kazakhstan in Russia.
The new rules apply to adult foreigners from visa-free countries who arrive in Russia without a visa for a period exceeding 90 days, regardless of the purpose of entry. For Kazakhstani citizens, this is relevant for stays related to study, work, private or guest visits, as well as other cases falling under the experiment.
The "Amina" app is designed for migration registration, confirming one's place of stay, and providing Russian authorities with information about the foreigner's actual whereabouts. Through the app, individuals can register themselves at the address of the Multifunctional Migration Center (MMC) and also remotely notify authorities of any change in their place of stay. Registration in the app does not require a visit to the MMC or a territorial department of the Ministry of Internal Affairs.
To log in to "Amina," a valid foreign citizen's card is required. This card can be obtained at the MMC in Moscow at the address: Varshavskoye Shosse, 64th km, Building 1, Structure 47. Students and foreigners over 65 years old can also obtain a card at the MMC representative office in the "Oko" tower in Moscow City. If the card is lost, authorization can be done using passport data.
If a citizen of Kazakhstan was registered for migration before September 1, 2026, this registration will remain valid until the end of the established period. After it expires, individuals falling under the experimental procedure will need to register in Moscow or the Moscow region through the "Amina" app. When changing their place of stay, data must be updated in the app in a timely manner.
One of the key requirements is the transmission of geolocation data from the device. If data is not received for more than three working days since the last monitoring, the foreigner will be deregistered from the MMC address. Violation of monitoring requirements may also serve as grounds for inclusion in the Register of Controlled Persons.
If a person registers for migration in another region of Russia where the experiment is not in effect, or leaves the country, they will be deregistered from the MMC address, and a notification will be sent via "Amina."
The experiment does not apply to foreigners with temporary residence permits or residence permits, family members of diplomats, and persons under 18 years of age. The use of "Amina" does not cancel other requirements of Russian migration legislation, including rules for extending the period of temporary stay. For foreign students, the existing procedure for extending the period at the request of the educational organization remains in effect.
