The Kazakhstan Football Federation (KFF) has issued disciplinary rulings following the 2026 Premier League matchday 23 game between Aktobe and Ordabasy, which was marred by a scandal over an offensive banner, infohub.kz reports.
According to the KFF press service, the federation's Control, Disciplinary and Ethics Committee met on October 20 and adopted the relevant decisions.
For improper organization, failure to comply with safety rules and the requirements of the Championship Regulations, FC Aktobe was fined 300 MRP (1,297,500 tenge). The club must pay by November 20 inclusive. It was noted that the club failed to ensure the safety of the match officials. In addition, the federation said that FC Aktobe director Bakytbek Duzelbayev entered the referees' dressing room without authorization.
For the improper behavior of the team's fans, expressed in chanting obscene remarks at officials and using insulting language toward the opposing team, FC Aktobe was fined 200 MRP (865,000 tenge). This must also be paid by November 20.
FC Aktobe head coach Igor Cherevchenko was also fined for disparaging remarks — he must pay 50 MRP (216,250 tenge) by November 20.
FC Ordabasy was also fined, but for delaying the match by three minutes due to the team's late exit from the dressing room. The club's management must pay 60 MRP (259,500 tenge), also by November 20.
"Compliance with safety requirements, competition regulations and professional ethics standards is a mandatory condition for holding football matches. Clubs are responsible for the proper organization of matches, the behavior of their representatives and fans, and compliance with established rules by all participants in the competitions. The federation consistently advocates ensuring safety in stadiums, respectful relations between participants in the football process and creating conditions for holding matches in accordance with established requirements," the federation said.
Recall that at the match between Shymkent's Ordabasy and Aktobe, held at the central stadium in Aktobe and ending 3:1 in favor of the visitors, underage female fans displayed a banner with offensive content. Police found them. A preventive talk was held with them in the presence of their parents. The parents were brought to administrative liability for improper fulfillment of their duties to raise their children.
Later, FC Aktobe issued two statements after police reported that the parents of the underage female fans had been held accountable over the scandalous banner at the match with Ordabasy.
