A large-scale textile industry investment project is underway in the TURAN special economic zone in the city of Turkestan: Hygeia Textile Kazakhstan, owned by China's Hong Kong Chang Sheng Textile Limited and Jing Yuyi, will invest KZT 25.8 billion to build a plant producing cotton yarn and denim fabric, infohub.kz reports.

"A large-scale investment project aimed at developing the textile industry is being implemented in the TURAN special economic zone in the city of Turkestan. A modern plant of Hygeia Textile Kazakhstan LLP for the production of cotton yarn and denim fabric is being built on a 20-hectare production site," the press service of the Turkestan Region Akimat said in a statement.

The Turkestan Region Akimat is already working to bring the necessary engineering infrastructure to the enterprise, including efforts to supply the production facility with electricity, gas, water and other utility networks.

To monitor the progress of construction, Kanat Kaiypbek, Deputy Akim of the Turkestan Region, visited the 290-hectare auxiliary zone of the TURAN special economic zone, where he met with representatives of Hygeia Textile Kazakhstan and discussed the progress of construction work.

The deputy akim instructed officials to speed up work on fully providing the project with engineering infrastructure, promptly resolve emerging issues together with the investor and ensure strict adherence to the work schedule in each area. In addition, the investors were instructed to complete the construction of production buildings efficiently and in line with the approved schedule, and, if necessary, to increase the number of workers and equipment at the construction site and strictly comply with labor safety requirements.

The total cost of the cotton yarn and denim fabric production project is KZT 25.8 billion. The first phase of the enterprise is planned to be launched before the end of 2026. At full capacity, the project will create about 1,000 jobs.

Construction work on the project is being carried out by Qaz Build Elements, a company registered in Turkestan whose sole owner and director is Daun Hongqian. Thus, a company owned by a Chinese national will earn money from the construction of the large facility.

According to the akimat, the construction of a dormitory and office buildings at the site is nearing completion. Earthworks, foundation pouring, concreting and installation of metal structures have been completed on two production buildings. Four units of equipment and about 40 workers are involved in the construction. Work to provide the enterprise with the necessary engineering infrastructure is also nearing completion.

The Hygeia Textile Kazakhstan project will ensure deep processing of cotton raw materials and increase the volume of finished products. The head of Hygeia Textile Kazakhstan is Jing Yuyi, and the co-owners are Jing Yuyi (who became a co-owner of the Kazakh company on July 14, 2026) and China's Hong Kong Chang Sheng Textile Limited (which has been a founder of the Kazakh company since its registration on July 4, 2025).
