Kyrgyzstan has proposed recording qualification exams for future lawyers and publishing the videos on the Ministry of Justice's official YouTube channel. The corresponding draft order has been submitted for public discussion, according to infohub.kz.
The recordings will show how the exam proceeds, but questions and answer options on computer screens must not be displayed.
According to Kaktus.Media, applicants will be able to choose Kyrgyz or Russian. In 110 minutes, they must answer 110 questions. To pass, they need to score at least 77 out of 110 points.
The system will generate an individual test randomly from a common question bank. The draft prohibits manual selection of tasks. The Ministry of Justice plans to publish the bank along with correct answers on its website and update it at least once a year.
Exams are proposed to be held as documents are received, but at least once every six months. Candidates must be notified of the date and place no later than ten calendar days in advance.
If testing is interrupted due to a technical problem, the break time will not be counted. After the malfunction is resolved, the candidate will continue from the saved point. If answers cannot be restored, the exam will be rescheduled without a failing mark.
The result can be contested within ten working days. The commission will have another ten working days to review the application. Those who do not achieve the passing score will be allowed a retake no earlier than six months later.
The Ministry of Justice explains the revision of the rules by the development of computer testing and the need to record technical failures. The draft must undergo public discussion.
