Children who are orphans or left without parental care can count on a separate quota in housing distribution, rental apartments, and preferential mortgages. Otbasy Bank has explained the conditions applicable to this category of citizens, as reported by infohub.kz.
According to legislation, orphans are allocated 20% of the total housing distributed. For example, if the akimat allocates 100 apartments, 20 of them are guaranteed for orphans. They can be registered as needing housing from birth, and if a child loses parents before adulthood, they can register at any time until the age of 29. In case of conscription for compulsory military service, this age limit is extended by the period of service.
When distributing housing, the date of registration, category priority, and income level are taken into account. The check is automatic – Otbasy Bank is integrated with 15 state databases.
The amount of assistance depends on income. Those with low earnings can get rental subsidies and rental housing. Those whose income allows them to service a loan are offered preferential mortgages.
In 2026, the subsistence minimum is 50,851 tenge. To qualify for a rental subsidy, the average income per family member over the last six months must not exceed this amount.
For rental housing, the threshold depends on the number of family members. If there are three or more, the income must not exceed two subsistence minimums per person. For families of up to two people, the limit is 3.5 subsistence minimums per person, and for a single person – 5.5 subsistence minimums.
A preferential mortgage at 2% is available with an income of up to five subsistence minimums per person – 254,255 tenge. For a mortgage at 5%, the limit is set at six subsistence minimums – 305,106 tenge.
There is no need to collect income certificates. Their sources and amounts are automatically verified through the Otbasy Bank service and the Center for Labor Resources Development.
