Former NEF Qazaqstan managing partner Taryk Volkan Oskay, convicted of large-scale fraud, has been released under an amnesty and is now under probation supervision in Astana, infohub.kz reports.

In response to an official request, the press service of Kazakhstan's Ministry of Internal Affairs said the pre-trial investigation into Taryk Volkan Oskay was conducted by the Almaty Police Department under the Criminal Code article on "fraud committed on an especially large scale."

He was extradited from Montenegro to Kazakhstan in February and placed in a facility of the Ministry's Committee of the Penal Enforcement System. In May, the Almaly District Court in Almaty found him guilty under that article.

"In accordance with the law 'On Amnesty in Connection with the 30th Anniversary of the Constitution of the Republic of Kazakhstan,' he was sentenced to four years of imprisonment, suspended under Part 3 of Article 63 of the Criminal Code and with the establishment of probation supervision," the Interior Ministry said.

He is currently under probation supervision in Astana.

Recall that in April 2025 the Interior Ministry put NEF Qazaqstan managing partner Taryk Volkan Oskay on the wanted list. The case concerned NEF Qazaqstan, a construction company belonging to the Turkish Nef holding.

In autumn 2023, NEF Qazaqstan defaulted on the AIX for the first time, on 4 billion tenge in bonds and 402 million tenge in coupon debt. The company said it had used the funds to build the Green Center residential complex in Almaty and attributed the missed debt payments to a cash gap "caused by receivables from real estate buyers."

Last week, the online publication Qumash reported that Taryk Volkan Oskay was already allegedly under probation supervision in Astana. It noted that readers of the publication had spotted him walking around Astana.
