Starting July 31, 2026, Kazakhstan will expand the use of navigation seals for goods transported across the Eurasian Economic Union (EAEU). The new rules will affect international freight carriers, reports infohub.kz.
The State Revenue Committee of Kazakhstan’s Ministry of Finance reminded that a navigation seal is an electronic device installed on vehicles to track cargo movement in real time.
From that date, seals will be mandatory for all road transport goods cleared under customs transit procedures, with exceptions for certain categories of cargo as specified by the EEC Council.
“The new requirements will also apply to rail transport of alcohol, tobacco products, sanctioned goods, fur items, footwear, clothing, and electronics,” the department specified.
The first phase of implementing navigation seals in the EAEU began on February 11, 2026, covering international transport across two or more member states.
The committee noted that the system enhances transport security, increases cargo transparency, and reduces the number of additional inspections.
Carriers, exporters, and importers are advised to factor in the new requirements when planning shipments to avoid border delays.
Earlier, Murat Yerdenbekov, head of the Nur Zholy customs post, said the post had completed a pilot project in 2025. Over 1,075 seals were placed on 544 vehicles, and all processes were streamlined without slowing down inspections.
