Armenian Prime Minister Nikol Pashinyan has proposed an exchange of territories of equal size with Azerbaijan to resolve the issue of enclaves and exclaves, according to infohub.kz.
According to RBC, the head of the Armenian government outlined the key conditions for a successful delimitation of borders with Azerbaijan. In his words, the delimitation and demarcation process must be based exclusively on the Alma-Ata Declaration, while Armenia's sovereign territory must remain within fixed borders — 29,743 square kilometers.
"The problem of enclaves and exclaves must be resolved according to the following formula: there should be no enclaves or exclaves on either side of the border. That is, both countries — both Armenia and Azerbaijan — must carry out an exchange of territories of the corresponding exact sizes," TASS quoted Pashinyan as saying.
According to Prime Minister Pashinyan, Armenia and Azerbaijan must not make any claims against each other, "including the logic of Karabakh, Gardman, Shirvan, Nakhchivan or 'Western Azerbaijan.'" He also noted that all communications must be unblocked both within the framework of the "Crossroads of Peace" project and outside it, and that all roads must be open to traffic through both Armenia and Azerbaijan.
Recall that in August 2025, the leaders of Armenia and Azerbaijan signed a declaration on peaceful relations between the two countries in Washington, with the participation of U.S. President Donald Trump. This came after nearly four decades of bloody conflict between Armenia and Azerbaijan.
Following this, President of Kazakhstan Qasym-Jomart Toqaev praised the peace agreement signed in Washington between Azerbaijan and Armenia, emphasizing the role of U.S. mediation and Kazakhstan's contribution.
In April 2024, the long-awaited border delimitation process began between Armenia and Azerbaijan. At that time, it concerned the territory around four Azerbaijani villages near the border, which Armenia agreed to return to Azerbaijan.
