A court in the Pavlodar Region has upheld a prosecutor's lawsuit to overturn the commissioning of an apartment building, infohub.kz reports.
According to the agency's official website, in December 2024 a local executive body purchased an 8-apartment building from private individuals for 125 million tenge, intending to house residents of Akkuly village who were on the waiting list for housing.
An inspection of the site revealed construction defects and legal violations that made it unfit for habitation.
"Overall, the construction did not comply with the detailed planning plan of the settlement, and the work itself began before obtaining an architectural and planning assignment. By law, the facility is classified as a multi-apartment residential building, which required design and estimate documentation and its expert review. Neither author's nor technical supervision was engaged for the project; improper construction of the foundation and main structural elements was found, which could significantly degrade the living conditions of future residents," the Pavlodar Region Prosecutor's Office said.
The measures taken by the supervisory authority prevented citizens from moving into the housing.
Work is currently underway to recover the budget funds and hold the responsible officials accountable.
