A statement appeared on social media from employees of a restaurant in Semey claiming that the establishment's operations had been suspended. The police department of the Abai region has clarified the situation, reports infohub.kz.
According to the employees' social media posts, on August 28, the restaurant's activities were allegedly suspended. They believe there were no sufficient legal grounds for this. The management of the establishment requested a review of the actions of officials.
The police department of the Abai region commented on the situation on its Instagram page. The department stated that the restaurant's operations were not suspended. "The pre-trial investigation body, coordinated by the Semey prosecutor's office, has temporarily restricted access solely to the scene of the incident for investigative actions and to preserve the environment, in connection with an act of hooliganism," the department reported.
According to the department, on August 22 at approximately 4:00 a.m., an unknown man on the dance floor struck a 37-year-old resident of Astana in the face without apparent reason. "The man fell from the blow and remained unconscious for a long time. Visitors nearby provided assistance. Meanwhile, the management of the establishment did not promptly call the police or an ambulance," the department noted.
It was added that the establishment operates until the last visitor, and there is no permanent licensed security inside the premises. "Given the current operational situation, the measures taken by the management do not ensure an adequate level of safety and order, which is why the police are deploying an additional patrol near the club. Since the beginning of this year, 15 reports of offenses have been registered inside the establishment. Pre-trial investigations are underway for two cases of group fights," the department explained.
The police reminded that in accordance with Articles 11 and 24 of the Law of the Republic of Kazakhstan "On Protection of Consumer Rights," owners and managers of entertainment venues are obliged to ensure safe conditions for visitors. The establishment must have proper security capable of preventing and stopping conflicts and other offenses. The management must immediately report any incident to the police and, if there are injured, call an ambulance.
"Every visitor has the right to a safe leisure. Ensuring the safety of services provided is the responsibility of the establishment's management," law enforcement officials stated.
