A utilities scandal has erupted in the city of Stepnogorsk, Akmola Region, as residents expressed dissatisfaction with a courtyard improvement project carried out under a state program, reports infohub.kz.
Residents of Stepnogorsk were outraged by the quality of the improvement work in one of the courtyards, conducted under a state program. Citizens filmed a video showing that the new asphalt and curbs can easily be removed by hand.
"Look here: without any effort. Where is the crushed stone? There should be crushed stone underneath. Where? You have no cement here anywhere. Look, here's your roller. Where, where? And we'll pay you for putting cement here — but where is the cement? Where?" the video says.
The courtyard improvement was reportedly carried out under the "People's Participation Budget" program.
Residents decided to check the quality of the work together with deputies. What they saw shocked those present: the curb was easily moved from its place, and the asphalt crumbled in their hands.
The deputies demanded that the contractor redo everything. Every stage of the work will be carefully monitored by a people's commission.
"Previously, the contractor submitted completion certificates to the client, which were not accepted and were rejected, with remarks issued, as all work performed does not comply with construction norms and rules," said Farhat Baikasov, deputy akim of Stepnogorsk.
