In Kazakhstan, priority for student dormitory placement is given to socially vulnerable groups. This was announced by Akkerke Abylaikhan, Deputy Chairperson of the Committee for Higher and Postgraduate Education, as reported by infohub.kz.
According to her, 281 dormitories with 72,125 beds have already been commissioned in the country, of which 182 are for university students, providing 51,323 places.
First priority is given to students without parental care, persons with disabilities, representatives of large and low-income families, rural youth, as well as participants of the "Serpin" project and oralmans (ethnic Kazakhs repatriating to Kazakhstan). Additionally, other socially vulnerable categories of students are included in this list.
To promptly address housing issues, the ministry has opened situational and crisis centers. The situational center operates at the Kazakh National Women's Teacher Training University, while the crisis center is based at Tynyshpaev University. As Abylaikhan explained, the situational center informs students about available dormitory places, and the crisis center helps provide temporary housing in emergency circumstances.
Furthermore, ombudsmen have been appointed for students in every region of the country.
Additionally, since September 1, 2023, students from among orphans, as well as persons with disabilities of groups I and II and those disabled since childhood, living in dormitories, are entitled to compensation of up to 29 MCI (100,000 tenge).
