The prosecutor's office of Alatau, a city in Almaty Region, has won a court ruling returning the municipal landfill to communal ownership after it had been transferred to the trust management of a company linked to Bagdat Karasayev, the former akim of Ili District. The Prosecutor General's Office announced this, as reported by infohub.kz.
"On the prosecutor's office of Alatau's motion, a lawsuit was filed seeking to invalidate the trust management agreement for the 34-hectare landfill concluded with ADC TAZA ALEM LLP. It was established that the said LLP was in fact owned by the former akim of Ili District, B. Karasayev, who was convicted by a court verdict of November 27, 2025, for a corruption offense and illegal entrepreneurship... The specialized interdistrict economic court of Almaty Region granted the claim in full," the published statement said.
Under the agreement, the management company was obliged to attract investment, build a solid household waste processing plant, transfer part of its revenues to the local budget, and create a liquidation fund. However, these obligations were not fulfilled. In practice, the company's activity amounted to stockpiling waste.
Improper management of the landfill led to serious environmental consequences. Between 2021 and 2025, six fires were recorded on the landfill's territory. The largest blaze occurred in September 2025, when 30 hectares were engulfed by fire within a few days. Smoke from the fire filled the city of Almaty and other areas.
In September 2025, the Ministry of Emergency Situations reported that the company responsible for the landfill had by then been held administratively liable twice for violations in the areas of environmental and fire safety.
At the time of writing, the sole owner of ADC TAZA ALEM, registered in the village of Boroldai in Ili District, is Bolatzhan Duisebai. He has been a founder of the company since September 12, 2024 — before that, the founders listed were Yernat Azimbekov, Toleuzhan Mukanov, Talgat Adamov, Yerlan Duisebayev, and Bolatzhan Duisebai himself.
ADC TAZA ALEM paid no taxes in 2026; in 2025 its payments totaled 2.4 million tenge, in 2024 — 10.6 million tenge, and in 2023 — 9.4 million tenge.
Bagdat Karasayev served as akim of Ili District in Almaty Region from 2018 to 2024. In September 2024, officers of the anti-corruption agency detained him on suspicion of corruption. In 2025, Bagdat Karasayev was sentenced by a court under Article 361, Part 3, of the Criminal Code of Kazakhstan (abuse of official powers by a person holding a state office) and Article 364, Part 3 (illegal participation in entrepreneurial activity) to three years and three months in prison with a lifetime ban on holding positions in state bodies.
