In Talgar, apartment owners in a new residential complex are facing serious domestic issues: the roof leaks, rooms are damp, mold is appearing on the walls, and the sewage system clogs with alarming regularity. According to the residents, they have to fix all the breakdowns at their own expense, reports infohub.kz.
"In 2024, I bought an unfinished apartment and did the renovations myself. Well, when I was selling this apartment, I found many defects. Our sewage system constantly clogs, and we end up cleaning these pipes ourselves on a regular basis," said local resident Kazira Kasymova.
The complex has nearly 400 apartments, but every fourth one belongs to the akimat of Almaty Region. Aida Tulesheva's family received housing under a social program — her sister-in-law is a person with disability group II. They were given the keys to the apartment just two months ago.
"Here's the balcony door, you can see for yourself: it doesn't open or close. And the glass itself is installed unevenly, so there are gaps. The plaster is crumbling, the walls are crooked," complained Aida Tuleshova.
According to the chairman of the property owners' association (POA), they are trying to solve the problems, but something keeps going wrong in the building again and again. The sewage system clogs regularly, and residents have already raised money themselves to repair it. The same story with the roof — during rains, water gets into the building.
"We, the residents, raised the money ourselves, connected and fixed the sewage system. But according to the law, this developer should be under warranty. They are aware that it constantly clogs. I sent photos and videos. This needs to be done. We have a transformer; I wanted to put it on the balance sheet. They refuse. For some reason they say: 'Your meters don't comply,'" said Zhandos Skakbayev, chairman of the POA.
In turn, the developer stated that all violations officially identified by the State Architectural and Construction Control (SACC) have already been rectified by the company. Moreover, the common engineering networks and the transformer were handed over to the POA for technical maintenance.
"The house was built in 2023–2024, and the warranty service is two years. The engineering networks have been fully transferred to the management of the POA, to the POA's maintenance. And within their activities, they must fully maintain them, that is, check the roofs, sewage, water supply — this is entirely their competence," said Asel Tursyngozha, acting director of the company.
Currently, court proceedings are ongoing between the developer and the chairman of the POA. The company also noted that if residents have any comments regarding defects, they promise to consider them.
