Police in the Kyzylorda Region have brought a man to administrative responsibility for kicking and biting a cat during a TikTok livestream. The offender was identified as 43-year-old Serik Ketenov from the Zhambyl Region, reports infohub.kz.
The incident came to light on September 21, when a video of the man abusing the animal spread on TikTok. Police conducted an investigation, quickly identified the animal abuser and brought him to the police station.
"He has been held administratively liable in the form of a fine," police said.
In addition to the fine, the man received an official warning about the inadmissibility of such actions. He was informed that repeated animal cruelty could result in criminal liability.
"The pet is alive and was not harmed," law enforcement clarified.
Police reminded that animal cruelty is unacceptable, and that using force and causing harm to an animal entails liability under the law.
Earlier, Kursiv wrote that on April 8, 2026, Mazhilis members supported amendments to the law on responsible treatment of animals in both readings. According to them, stray dogs will no longer be released back onto the street after capture, but will be euthanized after 5 days if they do not have a chip. If they do have one and the dog has an owner, authorities will wait 60 days for the owner to collect their pet.
