Akimats of regions and cities of republican significance must approve three-year plans to improve the quality of local roads within a week — this decision was made following the seminar-meeting "Quality Roads: From Planning to Operation," reports infohub.kz.

According to NUR.KZ, citing the Ministry of Transport of the Republic of Kazakhstan, the ministry outlined the measures planned in the country to improve road surface quality.

Recall that in September, President of Kazakhstan Qasym-Jomart Toqaev spoke to participants of the "Taza Qazaqstan" campaign after planting trees and addressed, among other things, the situation with roads in the country.

"The government and akimats must pay the closest attention to the quality of intra-city and 'country' roads, that is, those roads outside large and small cities. This is our 'Achilles' heel,' and we must admit it. No one has been able to solve this problem (which in itself is shameful) or simply did not want to, and that is already sabotage. We will take measures with the full force of the law," Toqaev said at the time.

Later, during his speech at the first session of the Qazaqstan Halyq Keñesi, Toqaev noted that the situation in the road sector "leaves much to be desired." Immediately after, Prime Minister Olzhas Bektenov instructed the Ministry of Transport and the country's akimats to "strengthen control over road projects, respond to people's appeals, and prevent missed deadlines." He noted that First Deputy Prime Minister Nurlanbay Nalibayev would be responsible for this.

According to the Ministry of Transport, Nurlanbay Nalibayev took part in the seminar-meeting "Quality Roads: From Planning to Operation," which Olzhas Bektenov had ordered to be held.

Nalibayev noted the need to strengthen control over the quality of work performed and prevent violations leading to road destruction. He emphasized that local executive bodies must ensure acceptance of objects only when they fully comply with established requirements.

"If defects are identified during the warranty period, they must be eliminated by contractors at their own expense," Nurlanbay Nalibayev said.

According to the press service, one of the key instructions was the approval by akimats of regions and cities of republican significance within a week of three-year plans to improve the quality of local roads.

"The plans must cover all stages of road work, including identification of priority sections, preparation of project documentation, construction and repair, quality control of completed work, and subsequent road maintenance. Based on the results of the seminar, specific tasks were identified aimed at improving the quality of the network of republican and local roads," the release said.
