In Uralsk, a group of individuals who organized the taking of qualification exams for doctors using remote access software has been sentenced. The damage to the budget exceeded 16 million tenge, but the convicts were released under an amnesty, reports the website infohub.kz.
According to the regional publication "My City," the city court of Uralsk found four local residents guilty of organizing the taking of qualification tests for medical workers via remote access programs.
According to the press service of the West Kazakhstan Regional Court, from 2018 to 2025, a regional expert of the "National Center for Independent Examination" (NCIE) for the region, who at that time held the position of ex-director of the regional infectious diseases hospital, organized a criminal scheme in the exam.ncie.kz system. She involved her assistant and two IT specialists in the case.
The expert and her assistant sought candidates among medical workers, collected money from them, and distributed the income. The IT specialists, using AnyDesk and Radmin programs, remotely connected to computers during the exam, copied materials, and entered correct answers for the doctors. According to the court, for falsifying results, the group members received over 4 million tenge from doctors and medical staff.
The publication notes that medical workers who did not confirm their real knowledge illegally obtained qualification categories and certificates. Based on these, they were paid salary bonuses from the budget and employers' funds totaling 16.5 million tenge. In addition, reputational and financial harm was caused to the NCIE itself.
"The defendants fully admitted their guilt and repented; the case was considered in a summary procedure (the crime is of minor gravity). The organizer was sentenced to 1 year of restriction of liberty with deprivation of the right to engage in activities related to the assessment of qualifications of specialists in the healthcare sector for 1 year. Three accomplices received 1 year of restriction of liberty each. However, all four were released from the main punishment (restriction of liberty) under an amnesty," the statement says. The verdict has not entered into legal force.
