Uralsk is pressing ahead with a large-scale overhaul of its utility infrastructure under the national project for the modernization of the energy and utilities sectors. Projects are under way to improve the reliability of heating, water supply, wastewater disposal and electricity supply. Some work has already been completed, while the rest will continue into 2027, according to infohub.kz.

The city is carrying out three heating network modernization projects worth a combined 6.1 billion tenge. Reconstruction of the TM-6 trunk lines at the intersection of Gagarina and Ruzheynikova streets, and of TM-7 from T. Masina Street to Zhunisova Street, has been completed in full.

In the Stroitel microdistrict, work continues on intra-block networks with a total length of 8.8 km. In 2026, 4.4 km of pipelines were replaced, with the remaining work scheduled for 2027. Overall project readiness stands at 50%.

"Our task is not simply to replace worn-out sections of the networks, but to consistently improve the reliability of utility infrastructure. It is important that residents receive heat, water and electricity without interruptions and that the risk of emergencies is reduced. That is why the modernization of engineering communications remains one of the priorities for Uralsk's development," said Murat Baimenov, akim of Uralsk.

Plans for 2027 include reconstruction of intra-block heating networks, renewal of the TM-2 section from Kurmangazy Street to Yeskalieva Street, and modernization of equipment at the combined heat and power plant.

Batys Su Arnasy LLP is implementing four projects worth a total of 5.8 billion tenge. Readiness stands at 55% for the reconstruction of pumping station PNS-20, 65% for sewage pumping station KNS-29 and 60% for KNS-1. Drilling of five water intake wells is 89% complete. Work on KNS-1 is to be finished by December 15, 2026.

In addition, the reconstruction of 1,000 mm diameter water mains with a total length of 14.2 km is envisaged. The project is valued at 9.7 billion tenge. Updating of water supply networks and reconstruction of a sewage collector are also planned for 2027.

In 2026, electricity supply modernization projects worth a combined 16.5 billion tenge are being implemented, covering Uralsk and settlements in the region. In the city, reconstruction of 0.4 kV overhead power lines is 97% complete.

In the Melovye Gorki microdistrict, reconstruction of electrical networks continues. The work includes renewing lines and installing distribution points and transformer substations.

A separate focus is the introduction of digital technologies. Uralsk plans an automated electricity metering system with the installation of smart meters. Apartment buildings are already 100% equipped with remote heat metering systems.

The comprehensive modernization of utility infrastructure will make the city's engineering systems more resilient, reduce the likelihood of accidents and create conditions for Uralsk's further development. The projects are designed to run for several years, so some results will become visible as work is completed and upgraded facilities are brought into operation.
