Almaty's 30-Sotka Land Dispute: From Kul-Mukhammed to Alagozov
A significant land dispute involving a 30-sotka plot in Almaty's Terekty area has captured public attention. The land, previously owned by Mukhtar Kul-Mukhammed and later transferred to Tursyngali Alagozov, is now the subject of demands from residents seeking its return to state ownership.
The History of the Contested Land
The 30-sotka land parcel was initially granted to Senator Mukhtar Kul-Mukhammed by an Almaty city administration decree in 2000. Over time, ownership changed hands multiple times. In 2022, businessman Marat Mashkalov divided the property, selling 20 sotkas to Tursyngali Alagozov.
Residents' Demands
Residents of neighboring houses, dissatisfied with the land's transfer to private ownership, formed an initiative group and filed a lawsuit to reclaim the land for the state. They are seeking to annul the 2000 city administration decree that originally allocated the land.
Official Actions and Legal Proceedings
The Almaty City Administration and the Land Resources Department also initiated legal action to return the plot to state ownership. However, these claims were subsequently withdrawn. Currently, an appeal related to the land parcel is under review at the city court. Previously, in a legal case involving Tursyngali Alagozov and his neighbor Damira Orazaliyeva, the businessman lost his case.
Public Resonance
This disputed land parcel previously featured a sports ground, benches, and lighting poles. Some of these facilities are now enclosed within the private property's fence. The issue has also drawn the attention of Member of Parliament Bakhytzhan Bazarkhanov.
