Astana Introduces New Parking Fees: Who Gets to Park for Free?

Astana is set to implement new regulations for paid parking, with updated tariffs and rules taking effect on July 12. The city's Maslikhat (local representative body) has approved these changes, which aim to streamline parking management and provide clearer guidelines for drivers.

Two Types of Parking Areas

Under the new system, communal parking lots in the capital will be divided into two main categories: on-street parking and enclosed parking facilities. This distinction will influence how fees are calculated and collected.

On-Street Parking Tariffs

For parking on the street, drivers will be charged on an hourly basis. The specific rates will vary depending on the zone within the city. Payment for on-street parking will be valid until 11:59 PM on the day of parking, regardless of when the vehicle was initially parked.

Free Parking Privileges

A key provision in the new regulations allows for free parking for residents and commercial property owners. Upon request, they can utilize communal parking spaces located near their buildings without charge. However, this benefit is limited to one vehicle per household.

Enclosed Parking Facilities

Fees for enclosed communal parking lots will be set individually by the akimat (city administration) for each location. A daily rate will apply if a vehicle remains parked for more than eight hours within a 24-hour period. Monthly subscription options will also be available for those who prefer a longer-term arrangement.

Who Can Park for Free?

Several categories of citizens will be eligible for free parking in Astana under the new rules. While the exact list of beneficiaries is detailed in the regulations, the primary groups include individuals with disabilities and certain categories of citizens who are beneficiaries of social protection.

The new parking rules are scheduled to be introduced starting July 12.
