Kazakh MP's Company to Invest $22 Million in Agricultural Machinery Expansion

A company with ties to Member of Parliament Daulet Turlukhanov is set to invest 10 billion tenge (approximately $22 million USD) to expand its production of agricultural, special, and utility vehicles. The move by 'Kazakhstan Agro Innovation Corporation' (KAIC) aims to significantly increase manufacturing capacity and contribute to the nation's industrial development.

Boosting Production Capacity

The expansion project, located within an industrial zone, plans to ramp up production capabilities to an impressive 6,000 units of machinery annually. Currently, the enterprise employs around 400 individuals, with the expansion expected to create additional employment opportunities.

Prime Minister's Inspection and Company Performance

On March 5th, Prime Minister Olzhas Bektenov visited the Akmola region to review progress on presidential directives for industrial growth and improving the investment climate. During his visit, he toured KAIC's production facilities, gaining firsthand insight into the company's manufacturing operations.

According to Oleg Balybin, the company's General Director, KAIC produced over 4,000 units of machinery in 2025, generating 65 billion tenge in revenue. The fourth phase of the expansion project has already seen over 3 billion tenge invested, increasing annual output to 5,000 units and boosting productivity.

Government Support for Industrial Growth

Prime Minister Bektenov has directed the Ministries of Industry and Construction, Agriculture, and the Akmola regional administration to support KAIC's expansion plans. He emphasized the need for timely infrastructure development and the creation of a favorable environment for investors within the 'Kokshe Industry' industrial zone.

Company Structure and Ownership

KAIC has demonstrated significant tax contributions, paying 930.2 million tenge in 2026, 1.8 billion tenge in 2025, and 1.7 billion tenge in 2024. Official records indicate that KAIC is a subsidiary of 'Virazh-Holding'. Further details from eGov reveal that 'Virazh-Holding' and 'Kommercheskiy Transport' are co-owners of KAIC, which specializes in agricultural machinery manufacturing and wholesale sales.

Daulet Turlukhanov, a prominent figure in Kazakh sports and politics, is listed as a co-owner of 'Kommercheskiy Transport' along with Kairat Mukhatayev, 'Kommercheskiy Transport', and 'Virazh' companies. Turlukhanov, a silver and bronze medalist in Greco-Roman wrestling at the Olympics, also holds ownership stakes in 'SemAZ', a company manufacturing tractors, buses, and specialized vehicles in Semey.

'Kokshe Industry' Industrial Zone

The 'Kokshe Industry' industrial zone in Kokshetau is designed to host projects in agricultural product processing, light industry, machine building, and construction materials. Spanning 600 hectares, the zone is currently undertaking projects valued at 22.7 billion tenge, with planned launches in 2026-2027. The goal is to attract over 520 billion tenge in investments for approximately 40 projects by 2030.
