A court in the East Kazakhstan region has mandated that a company associated with a detained politician must correct significant defects found in its recent road repair work on a key national highway. The ruling addresses issues discovered during the refurbishment of the Almaty — Oskemen — Shemonaikha — Russian Federation border route.

Extensive Road Defects Identified

The specialized inter-district economic court of East Kazakhstan found numerous problems across more than 30 sections of the road. These included widespread deformation of the road surface, characterized by long-lasting ruts and localized depressions. The total area affected by these defects exceeds 45,000 square meters. The project's overall cost is reported to be over 1.4 billion tenge.

Company Obligated to Rectify Work

The court has ordered 'Vostokvzryvprom' LLP, the company in question, to complete the necessary repairs and fix all identified flaws. This ruling is significant given the scale of the project and the substantial public funds involved.

Legal and Financial Repercussions

In addition to the repair order, the court has also ordered 'Vostokvzryvprom' to pay 26.9 million tenge in penalties to 'KazAvtoZhol' JSC. The contract for these repair works was reportedly signed in August 2024, with the contractor expected to complete the repairs within four months. The warranty period for the work performed is 24 months.

Background of the Politician and Company

The case gained attention following reports that Dmitry Somov, a regional parliament deputy, was taken into custody. His company, 'Vostokvzryvprom,' which he co-founded with his wife, is known for undertaking road construction projects and frequently wins large tenders. The National Security Committee has indicated that the deputy is suspected of bribery.

It is important to note that the court's decision has not yet entered into legal force.

This concerns a section of the A3 Almaty — Oskemen — Shemonaikha — Russian Federation border highway near the city of Ayagoz (km 124-169). This road is part of the national network and passes through the Kerbulak district of the Zhetysu region.
