The Government of Kazakhstan has approved a new edition of the General Plan for Astana, covering the period up to 2035. The document was adopted on August 4, 2026, and published in the legal information system "Adilet", reports infohub.kz.
The General Plan outlines key development directions for the capital, including social, recreational, and production zones, as well as the development of engineering and transport infrastructure. The status of the capital and Astana's connection with its agglomeration were taken into account during its preparation.
At the time of development, the population within the city's administrative borders was 1,528 thousand people. According to project data, by 2030 (the first phase of construction) the population will reach 1,965.5 thousand people, and by 2035 (the estimated period) – 2,275 thousand people. The share of the working-age population by the end of the estimated period will be 59.5%.
To ensure comfortable living, the General Plan sets a housing provision target of 30 square meters per person. To achieve this level, the housing stock must be increased to 68,284 thousand square meters. The demolition of dilapidated and emergency housing, including dachas, garages, and low-rise buildings, is also provided for.
To meet the needs of the population, it is planned to build preschool institutions with a total capacity of 159,194 places, which corresponds to 206 kindergartens. It will also be necessary to build general education schools: by 2030 – 182,423 places, by 2035 – 256,170 places. The General Plan provides for the construction of 123 schools for the first phase and 55 schools for the estimated period.
