Astana authorities plan to introduce a temporary restriction on land allocation and construction of multi-apartment residential buildings on the city's outskirts where necessary infrastructure is lacking, reports infohub.kz.
New amendments are planned to be made to the rules for shaping the architectural appearance and urban planning of Astana. The proposal was made by Altynbek Akhmetov, head of the city's Department of Architecture, Urban Planning and Land Relations.
The amendments to the maslikhat decision have been developed in pursuance of the instruction of the First Deputy Prime Minister of the Republic of Kazakhstan. The main innovation concerns strict control over the expansion of residential areas on the periphery.
The rules are proposed to be supplemented with a clause providing for a temporary restriction until 2035 on the provision of land plots and construction of multi-apartment residential buildings in peripheral areas of the city that are not provided with main engineering networks and social infrastructure.
This measure is designed to stop chaotic development of the outskirts, where residential complexes are built in isolation from utilities, roads, schools and clinics.
The Department of Architecture emphasized that the prepared draft has passed the necessary approval procedures with authorized state bodies and fully complies with the current legislation of the Republic of Kazakhstan.
The implementation of the new norm will not require additional funds from the city or republican budget. Moreover, according to the department, the amendments will not create administrative barriers for bona fide participants in the construction market and business.
