Kazakh Prime Minister Olzhas Bektenov has instructed the government to prepare proposals for creating a special court system in the city of Alatau, infohub.kz reports.

Speaking at a government meeting, the head of the Cabinet focused on the legislative support for Alatau's development and on improving civil legislation.

"The head of state has set the task of creating in Alatau a court system that ensures high-quality administration of justice at the international level. This is one of the key conditions for boosting the city's investment appeal," Bektenov said.

According to him, achieving this will require amendments to the Constitutional Law "On the Special Legal Regime of the City of Alatau," setting out the status, competence and procedure for forming courts, as well as the division of jurisdiction and venue. The relevant interdepartmental working group has been instructed to submit agreed proposals to the government by November 30, 2026.

The prime minister also stressed that drafting and adopting a new Civil Code should become one of the legal foundations for a systematic transition to the economy of the future and for the further development of the state and society.

The Ministry of Justice has been instructed to immediately begin drafting a new Civil Code and to incorporate the head of state's legislative instructions into the draft National Plan for implementing the address and the government's legislative work plan.

Earlier, President of Kazakhstan Qasym-Jomart Toqaev, delivering his annual address to the nation, spoke about the city of accelerated development, Alatau. According to him, an investment court based on the English common-law model should be established in Alatau to hear commercial cases.
