The Development Bank of Kazakhstan (DBK), a subsidiary of the national holding company Baiterek, will provide Kazmeal LTD with a preferential loan of 45 million Chinese yuan, equivalent to 3 billion tenge at the current exchange rate of the National Bank of the Republic of Kazakhstan. The financing is being provided under a pre-export mechanism and is intended for the purchase of raw materials — wheat, barley, bran and meal — needed to produce exported feed flour, reports infohub.kz.
According to information posted on the bank's website, the ultimate beneficiaries of Kazmeal LTD are Ms. Xia Bing and Mr. Pan Yu. The company specializes in producing feed flour from local grain and supplies its products to the People's Republic of China. DBK will fully cover the amount required to purchase grain and bran, so the company itself will not need to contribute its own funds to the process.
The credit line is being opened in yuan at 5.9% per annum for 36 months from the date of signing the agreement. Kazmeal LTD's production complex is located in the village of Novoishimka in the Gabit Musrepov district of the North Kazakhstan region.
Kazmeal LTD purchases wheat of classes 4-5, rapeseed cake, oilseed meal and bran. The complex, launched in 2019, has a capacity of 360,000 tonnes of feed per year. Animal feed is packaged in bags and shipped to Kazakh and Chinese clients.
At the time this material was prepared, the co-owners of Kazmeal LTD (production of finished feed for agricultural animals, Almaty) were: K-Agro Holding (Almaty), Fort (Almaty) and the private joint-stock company Panasia Impex PTE Ltd. The beneficiaries of K-Agro Holding are the company Kipros and former chairman of the board of directors of Almaty Airport Dauren Yerdebay. The sole owner of Fort is listed as Yelena Van.
It was previously reported that Kazmeal Oil plans to build an oil extraction plant in the North Kazakhstan region in 2028 with a capacity of 1,400 tonnes of product per day and a cost of about 80 billion tenge. The co-owners of Kazmeal Oil are listed as K-Agro Holding and Xiyu Agricultural PTE. Ltd. The latter intended to invest about $250 million in launching an agro-industrial complex for grain processing in the Kostanay region.
Construction of the plant will take three years — the enterprise will be able to process annually 300,000 tonnes of wheat, 220,000 tonnes of feed wheat and barley, as well as 200,000 tonnes of sunflower. The production capacity will allow the output of 27,000 tonnes of gluten, 66,000 tonnes of citric acid monohydrate and 61,000 tonnes of anhydrous citric acid.
For the project, a Tobol elevator with a capacity of 90,000 tonnes and a plot of 20 hectares were purchased. The future complex will include lines for the production of citric acid (125,000 tonnes per year), unrefined sunflower oil (from 200,000 tonnes of raw materials), feed flour (360,000 tonnes) and sulfuric acid (100,000 tonnes).
