Kazakhstan will allocate 100 billion tenge to its subsidized 7-20-25 mortgage program in 2027 — 25 billion tenge per quarter. However, journalists note that taking part in the program will be difficult, as there is not much housing on the market that meets its conditions, infohub.kz reports.

Kazakhstan has approved 100 billion tenge for the 2027 rollout of the long-running 7-20-25 housing program. As before, the plan is to disburse 25 billion tenge per quarter.

Recall that the 7-20-25 mortgage operates on the following terms: a rate of 7% per annum; a down payment of at least 20%; a loan term of up to 25 years; only Kazakh citizens may take part, and only once; at the time of application, the borrower and their spouse must not have owned their own housing for the past 18 months, nor have any other mortgages; and only newly built housing from a developer that has been commissioned may be purchased. Shared-construction and secondary-market housing do not qualify.

There are also price caps on housing. For Almaty, Astana, Aktau, Atyrau and Shymkent, the limit is 30 million tenge. For Karaganda it is 25 million tenge, and for other regions 20 million tenge.

Seven banks issue mortgages under this subsidized program: Bank CenterCredit, Halyk Bank, Freedom Bank, ForteBank, Bank RBK, Eurasian Bank and Altyn Bank.

Despite the attractive terms, the 7-20-25 mortgage has its own problems that will make it hard to obtain a subsidized loan. As the Krisha portal notes, there are few apartments on the market that meet the program's conditions. The reason is that only completed new buildings can be bought, and only within the set price limits, while by the time new residential complexes are completed, many apartments have already been sold.

Problems also arise from the established limits: 100 billion tenge a year (around 5,000 loans) is not enough for everyone who wants to apply and receive a loan. As a result, banks in practice accept very few applications.

Meanwhile, note that the last limit of 25 billion tenge for 2026 was opened back on October 1. Participants had to first submit a preliminary application to a bank, but several months can pass between applying and the loan being issued.
