Owners of cars with foreign license plates, including those from Kazakhstan, will be able to obtain permits for tinting front side windows without temporarily registering their vehicles in Kyrgyzstan, reports infohub.kz.
The Presidential Administration of Kyrgyzstan has submitted a corresponding draft resolution for public discussion. Currently, permits are mainly available to owners of cars registered in the country, as well as non-resident vehicles placed on temporary state registration. Cars with foreign plates that are in the country without registration do not have this option. To address this gap, authorities propose allowing their owners to obtain permits without state or temporary registration.
For foreign cars, the following fees are set: 6,000 soms (about 35,800 tenge) for vehicles with internal combustion engines and 4,000 soms (about 23,900 tenge) for electric vehicles. Applications can be submitted in person at the authorized body, through an online permit registration service, or via self-service terminals. To apply through a terminal, you need to confirm your identity, enter or verify the vehicle's data, pay the fee, and receive confirmation of permit registration. The document must be obtained before operating the vehicle in Kyrgyzstan.
The Presidential Administration emphasizes that entering information into the "Vehicle Register" is purely for accounting purposes, does not constitute state registration of the vehicle, does not change its legal status, and does not mean it is placed on registration. Once the document is adopted, owners of cars with Kazakhstani plates will be able to tint windows without temporary registration.
