The accounts of foreign company Axis Holding Ltd. in Kazakhstan were blocked as part of a criminal case, threatening a project in the Almaty Region, but the Committee for the Protection of Investor Rights of the Prosecutor General's Office restored the company's rights, infohub.kz reports.
The head of the foreign company, Vasily Filimonov, appealed to the supervisory authority after data about the enterprise was entered into the Anti-Fraud Center's information system. The blocking occurred as part of a fraud investigation. The investor himself had no connection to the crime under investigation.
The restrictive measures created significant obstacles to the company's ongoing business operations. The construction of a large livestock complex worth more than 120 billion tenge was at risk of disruption. The project envisages the creation of over 400 new jobs. A joint inspection with the Kostanay Region prosecutor's office confirmed that the sanctions applied were unlawful.
"Following the measures taken, the criminal prosecution authorities eliminated the violations. The investor's status in the Anti-Fraud Center system has been reviewed, and restrictions on bank accounts have been fully lifted. The Committee's prompt intervention made it possible to restore the investor's rights without court proceedings," explained Dinara Nursultanova, a prosecutor with the Committee.
The head of Axis Holding Ltd, Vasily Filimonov, expressed gratitude to the prosecutor's office for the prompt and objective resolution of the problem.
"For a foreign investor, it is especially important to understand that in a difficult situation he is not left alone. Our case showed that the investor protection mechanisms that exist in Kazakhstan really do work. Therefore, I would like to tell other foreign investors that they should not be afraid to invest funds and implement projects in Kazakhstan," the businessman emphasized.
He added that the company plans to continue implementing its long-term investment plans in the republic.
The Committee recalled that procedural measures should not unreasonably restrict lawful business activity. In cases of unlawful involvement of investors in the orbit of criminal prosecution, the agency ensures prompt measures to protect business.
Axis Holding Ltd is headed by 36-year-old German citizen Vasily Filimonov. The enterprise acts as a foreign investor in Kazakhstan's agricultural sector.
In July 2026, the Prosecutor General's Office of Kazakhstan took 3,300 investment projects across the country under supervision and protection. The total value of the projects being monitored reaches 112 trillion tenge. The supervisory agency has already protected the rights of more than three thousand businesspeople. This has helped launch 270 large production facilities and create 30,000 new jobs for the economy.
