Kazakhstan's Agency for Regulation and Development of the Financial Market (ARDFM) has extended the deadline for applying for additional assistance on distressed mortgage loans — applications may now be submitted until July 1, 2027. The changes are set out in the regulator's Resolution No. 132 of September 28, 2026, according to infohub.kz.

The period for providing the additional assistance itself has also been extended by one year, to September 1, 2027. The new terms apply to banks, the Kazakhstan Housing Company (KHC) and other organizations taking part in the mortgage refinancing program. Borrowers whose loans have already received a commission recommendation or decision retain their right to support.

The amendments also cover citizens whose collateralized homes have been transferred to the balance sheet of a bank or another organization because of unpaid mortgage obligations. Such borrowers will be able to apply until July 1, 2027 for financing or for the property to be leased out under the program. If no application is filed within the deadline, the creditor may sell the property on its books in accordance with the law.

Separate provisions concern former clients of Bank Astana. The bank's liquidation commission will be able to provide improved terms until September 1, 2027 to socially vulnerable borrowers whose loans met the program's requirements but were not refinanced because the bank's license was revoked. To qualify, an application must be submitted before July 1, 2027.

The ARDFM also clarified the terms for refinancing mortgage loans issued in 2021–2024. The commission may recommend refinancing for certain categories of socially vulnerable borrowers if, as of January 1, 2025, the overdue period exceeded 180 days, the outstanding principal did not exceed 50 million tenge, and the home was the borrower's and their spouse's only residence. An additional requirement is income insufficient to service the loan.

The mortgage housing loan refinancing program has been in place in Kazakhstan since 2015. It was initially aimed at supporting citizens who took out mortgages in 2004–2009. It was later expanded to cover foreign-currency housing loans issued before 2016, along with additional assistance measures for socially vulnerable borrowers.

According to National Bank data for August 2026, 41,000 citizens have received assistance worth about 440 billion tenge through banks since the program began. The support has allowed borrowers to keep their only home.

In August 2026, representatives of the National Bank and the ARDFM also discussed the program's further implementation with public associations, including its duration, support criteria and financing terms.

Earlier, Kursiv reported that in July 2025 the program was expanded to cover certain categories of mortgage loans from 2021–2024. In June 2026, the publication wrote about the deadlines then in force for providing additional assistance and submitting applications.
