The Government of Kazakhstan has approved a large-scale reorganization of state legal entities, affecting several ministries. Resolution No. 604 "On Some Issues of State Administration" provides for a series of mergers, transformations, and liquidations within the structure of departments, reports infohub.kz.
In the Ministry of Culture and Information, the non-commercial JSC "State Center for Support of National Cinema" will be merged into JSC "Kazakhfilm" named after Shaken Aimanov. The classical music ensemble "Camerta Kazakhstan" will become part of the Kazakh State Academic Philharmonic named after Zhambyl. The "State Collection of Unique Bowed String Musical Instruments" will be transferred to the Central State Museum of the Republic of Kazakhstan, and the Republican Library for the Blind and Visually Impaired will be merged into the National Library of the Republic of Kazakhstan.
Under the Ministry of Education, three structures will be merged into the National Academy of Education named after I. Altynsarin: the Institute for Early Childhood Development, the National Scientific and Practical Center for the Development of Special and Inclusive Education, and the Republican Educational and Methodological Center for Additional Education.
The Ministry of Health will also see changes: the Republican Blood Center will merge with the Scientific and Production Center for Transfusiology, and the Children's Clinical Sanatorium "Alatau" will be merged into the Research Institute of Balneology and Medical Rehabilitation.
In the Ministry of Artificial Intelligence and Digital Development, the LLP "Institute of Space Technology and Technologies" will first be transformed into a joint-stock company, and then merged into JSC "National Company 'Kazakhstan Garysh Sapary'" (Kazakhstan Space Travel).
The resolution approves a list of legal entities subject to complete liquidation: NJSC "Talap" (Ministry of Education of the Republic of Kazakhstan), LLP "Institute of Applied Ethnopolitical Studies" (Ministry of Culture and Information of the Republic of Kazakhstan), and JSC "Dostyk Energy" (Ministry of Energy of the Republic of Kazakhstan).
The reorganization will be carried out in stages. The main part of the norms comes into force on September 1, 2026, and certain procedural changes and norms on the reorganization of assets will take effect gradually — from January 1, 2027, July 1, 2027, and March 1, 2028.
Earlier, President Kassym-Jomart Tokayev signed a decree "On measures to further improve the system of state administration of the Republic of Kazakhstan." According to the document, the Security Council Apparatus of the Republic of Kazakhstan was established, which received the status of a state body directly subordinate and accountable to the President.
