Kazakh Prime Minister Olzhas Bektenov stated at a government meeting that the heating season must begin on schedule and issued a number of instructions, reports infohub.kz.

"Work has begun on obtaining readiness passports for energy enterprises for the heating season. I instruct the akims to personally participate in the work of commissions assessing the readiness of energy facilities for winter. (...) If the heating season begins without a readiness passport, the relevant managers will be held accountable," said Olzhas Bektenov.

The Prime Minister instructed Samruk-Energo to ensure not only the timely completion of repair works but also the commissioning of new capacities. KEGOC was instructed to adhere to the established schedule for repairs of power lines and substations.

The Prime Minister gave instructions to the Ministry of Energy and akimats to approve the schedule for supplying social fuel oil to regions by September 1. Together with KTZ, take measures for the timely delivery of coal and fuel oil to energy facilities according to the approved schedule and volumes.

"I separately note the issue of timely provision of coal to the population and the communal services sector. It is necessary to clearly control the entire chain - from coal extraction and shipment to its sale to the population. Do not allow interruptions, unjustified price increases, or artificial panic in the regions," said Bektenov.

The Prime Minister instructed lagging akimats to promptly eliminate existing problems.

"The Ministry of Industry and Construction and regional akimats must ensure full readiness of education and healthcare facilities by September 1. The Ministries of Education, Science, and Health should also take this issue under control.

For the northern, central, and eastern regions, all engineering infrastructure and housing and communal services facilities must be fully prepared for heat supply by September 15, and in other regions - by October 15," said Bektenov.

In addition, the Prime Minister instructed to punish managers for failure to repair energy facilities before the heating season.
