In 2025, the net profit of the republican state enterprise "Enbek," which provides work for convicts in the penal system of Kazakhstan's Ministry of Internal Affairs, amounted to 312.8 million tenge, reports infohub.kz.
For comparison, in 2024 the enterprise earned 1.9 billion tenge, meaning the figure dropped 6.1 times year-on-year. The enterprise's retained earnings reached 1.2 billion tenge by the end of 2025.
The sharp decline in profit came amid a significant rise in administrative expenses, which increased to 1.6 billion tenge from 1 billion tenge the previous year, marking a 53.2% jump. Meanwhile, revenue fell to 39.6 billion tenge from 48.2 billion tenge in 2024.
In 2025, the enterprise paid dividends totaling 650.3 million tenge, compared to 232.5 million tenge in 2024. The enterprise is engaged in production activities and organizing labor for convicts, including sewing, catering, construction and installation works, and other areas.
Main revenue sources included catering at 21.1 billion tenge (19.5 billion in 2024), construction and installation services at 10.9 billion tenge (20.8 billion), electricity generation at 3.2 billion tenge (2.8 billion), and sewing production at 2.6 billion tenge (2.97 billion).
As of April 1, 2026, more than 38,500 people were held in 79 penal institutions across Kazakhstan.
