Starting in 2026, Kazakhstan will calculate property tax based on the combined taxable value of all real estate owned by a single owner, but citizens will not have to pay under the new rules until 2027, reports infohub.kz.

The obligation to pay property tax applies to all Kazakhstanis who own real estate. This includes not only apartment and house owners: garages, parking spaces, dachas, land plots and other immovable property are also taken into account.

In 2026, the country introduced a so-called "luxury tax" that takes into account the combined value of all real estate owned by an individual. If it exceeds 450 million tenge, the owner pays more — 2,946,600 tenge plus 2% of the excess amount. However, payment under the new rules is scheduled only for 2027, so citizens have time to prepare and calculate the combined value of their property in advance.

As Dilyara Seitnurova, an expert at the Qazaq Expert Club in construction, explains, if the combined taxable value of real estate as of December 31 does not exceed 450 million tenge, the tax is calculated separately for each property. If the threshold is exceeded, the calculation is based on the total value of the property.

Important: to compare against the 450 million tenge threshold, it is not the market price of an apartment that is used, but its taxable value, which is determined by the state corporation "Government for Citizens."

The calculation takes into account the base cost per square meter, the physical wear and tear of the building, the location of the property and changes in the monthly calculation index (MCI). The base cost per square meter is: 60,000 tenge — in cities of republican significance; 36,000 tenge — in regional centers; 12,000 tenge — in cities of regional significance; lower values are set for towns and villages.

That is, an apartment with a market value of 80 million tenge may have a taxable assessment of 15–20 million tenge. Therefore, the number of properties whose combined value exceeds 450 million tenge — and which thus fall under the tax — may be significantly higher than it appears when compared with market prices.

According to Dilyara Seitnurova, owners of multiple properties should check their combined taxable value in advance. To do this, they should rely on the state assessment, not on prices in listings. The taxable value of properties can be obtained from the territorial office of the State Revenue Committee at the location of the real estate.

After receiving the notification in 2027, owners should check whether all properties are accounted for correctly and whether their value is determined accurately. If errors are found, the assessment can be disputed.

The tax itself will be calculated no later than July 1, 2027, and must be paid by October 1.
