The 'Prosecutor's Filter' mechanism has prevented the unjustified administrative prosecution of Eikos LLP, which is implementing a tire recycling project in the region, reports infohub.kz.
According to the press service of the supervisory body, the mechanism coordinated by the Committee for the Protection of Investors' Rights of the General Prosecutor's Office was triggered.
The Department of Trade and Consumer Rights Protection submitted a decision to the prosecutor's office for approval to hold the company liable for violating consumer protection legislation. However, the review showed no grounds for this. The prosecutor's office refused to approve, halting the administrative prosecution of the investor. The official who prepared the decision was brought to disciplinary responsibility.
According to the Ministry of Industry, the capacity of the plant under construction will be 5,700 tons of recycled tires. The project cost, announced in 2024, is 2.3 billion tenge. The investor also plans to create 100 new jobs.
The plant will use thermal and mechanical recycling methods. From 12,000 tons of used tires annually, it is planned to produce: 600 tons of furnace fuel, 600 tons of briquetted granulate, the same amount of high-alloy steel wire, 6,300 tons of rubber granules of various fractions, 1,500 tons of metal cord, and 1,600 tons of textile fiber. The rubber crumb is used for producing tiles, watering hoses, coatings for sports and children's playgrounds, as well as for manufacturing automotive accessories and modified bitumen. The plant will also produce materials for cleaning water surfaces from oil spills.
The 'Prosecutor's Filter' mechanism was established in Kazakhstan in 2024 on the instructions of the President to protect investors from unjustified decisions of state bodies. Before applying serious restrictions or fines to an investor, a state body must obtain approval from the prosecutor's office.

Earlier, the 'Prosecutor's Filter' successfully worked in the Akmola region, where officials who conducted an illegal inspection of Qazaq Kaolin LLP, which is building a mining and processing plant worth 5.8 billion tenge, were punished.
