At about 4 a.m. on July 31, an incident occurred in the courtyard of the Blue Bird residential complex in Semey and was caught on video. The website infohub.kz reported it, citing NUR.KZ.
According to eyewitnesses cited by the Telegram channel Halyqstan, a group of drunk people were drinking alcohol in the courtyard, swearing loudly, and disturbing residents. At one point, one of the men lay down on the hood of a car that had pulled up — presumably a taxi — and told the driver: “I work for the authorities.”
According to witnesses, the taxi driver refused to take the group because the passengers were heavily intoxicated and were planning to bring alcohol into the car. Police were called, but the offenders fled before officers arrived.
The Abai regional police department told a correspondent that all participants in the incident had been identified. The investigation showed that the man on the hood had been drinking alcohol in a public place, disturbing the peace at night, and committing petty hooliganism. Moreover, he is not affiliated with law enforcement.
“The other participants in the incident have also been brought to administrative responsibility. Their unlawful actions, which included profanity in a public place, offensive harassment of citizens, and other behaviors showing blatant disrespect for others and disturbing public order, have been classified in accordance with the legislation of the Republic of Kazakhstan,” the department’s press service said.
Administrative offense reports have been drawn up for all identified violations and sent to the specialized administrative court for review. The video contains profanity.
