Kazakhstan Enhances Civil Service with New Presidential Laws
President Kassym-Jomart Tokayev of Kazakhstan has signed into law two significant pieces of legislation designed to reform the nation's civil service. These new laws are set to modernize the public sector, enhance recruitment processes, and bolster the social protections offered to government employees.
Modernizing Public Service
The primary law, titled "On the Civil Service of the Republic of Kazakhstan," focuses on refining the procedures for entering and progressing within the civil service. It introduces contemporary human resource management tools and aims to increase the overall attractiveness of public service careers.
Key provisions include strengthening social guarantees for civil servants, improving disciplinary practices to prevent misconduct, and establishing appropriate service structures within government bodies. The legislation also emphasizes the development of digital tools for talent selection and evaluation, fostering a mentorship system, and creating additional mechanisms to attract skilled professionals, including those from the non-governmental sector.
Shifting Towards a Service-Oriented Model
A related law introduces amendments to existing legislation concerning civil service matters. This amendment supports a transition towards a service and client-oriented model for public administration. It promotes the professionalization of the state apparatus through a hybrid model of public service and aims to digitize HR processes.
