Kazakh Repatriates to Face New Job Placement Requirements

Kazakhstan is introducing new regulations that will require ethnic Kazakh repatriates, known as 'kandastar', to secure employment in their designated new regions. This initiative is part of a broader effort to ensure the successful settlement and integration of those returning to their historical homeland.

Boosting Settlement Effectiveness

The primary goal behind these new requirements is to enhance the effectiveness of repatriation programs. Officials from the Ministry of Labor and Social Protection believe that a lack of stable employment is a key factor contributing to the frequent movement and eventual departure of some repatriates. This instability not only disrupts their lives but also places an additional burden on local budgets.

New Documentation Requirements

Under the proposed changes, kandastar will need to provide documentation confirming their employment status. Evidence of social security contributions will also be required, demonstrating their active participation in the workforce and the economy.

Targeted Regions for Settlement

While repatriates settle across various regions of Kazakhstan, specific areas have been identified as having a high demand for labor. These include Akmola, Abai, Kostanay, Pavlodar, Atyrau, West Kazakhstan, East Kazakhstan, and North Kazakhstan regions. The aim is to channel repatriates to these areas where their skills can be most beneficial.

Repatriation Statistics

The number of ethnic Kazakhs returning to Kazakhstan continues to be significant. As of 2026, 3,335 individuals had received kandas status. Since the country's independence in 1991, a total of 1,168,200 ethnic Kazakhs have repatriated to Kazakhstan.

The draft project is open for public discussion on the 'Open NPA' portal until April 6.
