Kazakhstan Clarifies Foreign Resident Status: Over 240,000 Hold Permits in 2026
Kazakhstan's Ministry of Internal Affairs has provided crucial details regarding the legal status of foreign nationals within the country, specifically concerning permanent residency permits (VNZh) and temporary residence permits (RVP). As of early March 2026, the nation has registered over 241,000 foreign citizens holding permanent residency.
Foreigners with Permanent Residency in Kazakhstan
According to the Ministry of Internal Affairs, by March 1, 2026, a total of 241,000 foreign citizens were permanently registered in Kazakhstan. A significant portion, 97,500 individuals, are citizens of Russia, accounting for 40.4% of the total.
Russian citizens most frequently obtain their permanent residency permits in the regions of Almaty, Astana, Karaganda, East Kazakhstan, Kostanay, and Pavlodar. Since the beginning of 2024, 19,000 Russian citizens have been granted permanent residency in Kazakhstan.
Temporary Residence Permits
As of March 1, 2026, the country also registered 63,000 foreign nationals with temporary residence permits. Among these, 9,600 are Russian citizens.
The largest concentrations of Russian citizens with temporary permits are found in the cities of Almaty, Astana, and Shymkent, as well as in the Almaty, Atyrau, and Mangystau regions.
How to Obtain a Temporary Residence Permit (RVP)
A temporary residence permit (RVP) is a document issued by internal affairs bodies to immigrants, provided they comply with the country's laws. It grants the right to reside in Kazakhstan for a specific period, depending on the duration of stay.
To apply for an RVP, foreign nationals must submit an application form to the territorial police bodies, through a state corporation, or via the official portal. The required documents depend on the purpose of the stay. Permits are issued to individuals aged 16 and above. The processing time for an RVP application is one working day, and the service is provided free of charge.
How to Obtain Permanent Residency (VNZh)
Permanent residency (VNZh) is a document confirming a foreign citizen's right to reside permanently in Kazakhstan. The application process is more extensive and requires verification of status at police departments.
The Ministry of Internal Affairs explained that the review period for a VNZh application can extend up to 45 calendar days. Key requirements for applicants include proving financial solvency and having no unexpunged criminal records.
Simplifying the VNZh Application Process
The Ministry of Internal Affairs also highlighted conditions that can simplify the VNZh acquisition process. The permit itself is issued for a period of 10 years to individuals over 16 years old. The validity of the VNZh cannot exceed the validity of the foreigner's national passport. Children under 16 do not require a separate residence permit.
