Kazakhstan Explains Early Release Conditions for Charity Head Perizat Kairat
Questions surrounding the potential early release of Perizat Kairat, former head of a charity foundation, have been addressed by the Committee of the Criminal Executive System (CCES) of Kazakhstan. The committee has clarified the specific conditions under which convicted individuals can be granted conditional early release (CER).
Perizat Kairat was sentenced to 10 years in prison for embezzling over 1.5 billion tenge. She is currently serving her sentence in a medium-security facility.
Understanding Conditional Early Release
According to the CCES, the right to CER arises only after an inmate has served a legally stipulated portion of their sentence. Upon reaching this threshold, the correctional facility administration is obligated to notify the inmate within five days.
In addition to CER, inmates also have the right to apply for their remaining sentence to be commuted to a less severe form of punishment, the committee explained.
However, this process is not automatic. The convicted individual must submit an application, which is then forwarded by the administration to the court for a decision.

Perizat Kairat was detained in November 2024. She was accused of misappropriating over 1.5 billion tenge collected to aid flood victims. Investigations revealed that these funds were allegedly used to purchase luxury real estate, expensive vehicles, and for international travel. Further allegations later emerged regarding the misappropriation of funds intended for Palestine.
Kairat has not pleaded guilty to the charges. Her mother, Gaini Alashbaeva, was sentenced to 7 years in connection with the same case.
