Kazakhstan's Ministry of Health has initiated a comprehensive inspection of all narcological centers across the country. This move comes in response to numerous complaints and appeals from citizens, signaling potential significant changes to the medical certification process required for obtaining a driver's license.

Scrutiny of Narcological Centers

During a council meeting chaired by the Minister of Health, Akmaral Alnazarova, irregularities identified in some narcological centers during driver medical examinations were discussed. The meeting addressed citizen appeals, parliamentary inquiries, and violations in the procedures for determining intoxication.

Ministerial Directive Issued

The Ministry has tasked the Committee for Medical and Pharmaceutical Control with conducting a thorough review of existing standards and procedures for medical examinations in all regional narcological centers. The Ministry emphasized that any identified violations will be reported to law enforcement agencies for action under the relevant legislation.

Legislative Amendments Planned

Furthermore, the Ministry of Health plans to introduce amendments and additions to the existing order regulating the medical certification process. These measures aim to enhance transparency, protect citizens' rights, and prevent disputes.

Background to the Investigation

Previously, proposals were made to reform the driver medical examination system in Kazakhstan. Senator Zhanna Assanova highlighted concerns about the system's centralization, primarily conducted in state medical institutions, and its potential for corruption risks. In March, the Ministry published a draft project to improve the medical examination procedures for detecting alcohol and psychoactive substance use. In April, Member of Parliament Murat Abenov pointed out the use of malfunctioning or questionable alcohol testers in some regions.
