Kazakhstan Updates Online Shopping Rules for AliExpress, Amazon, and Temu
Kazakhstan is set to implement new regulations for online purchases made from international e-commerce platforms. These changes will affect how citizens in Kazakhstan shop on popular sites such as AliExpress, Amazon, and Temu.
New Rules for International E-commerce
The Eurasian Economic Commission Council has approved new rules governing international online trade. These regulations apply to goods acquired from countries outside the Eurasian Economic Union (EAEU), including major trading partners like China, the United States, and European nations. Kazakhstan has endorsed these changes and is in the process of aligning its national legislation, with the Mazhilis (lower house of parliament) approving the initiative in its first reading.
Categorization and Taxation of Goods
Previously, goods bought online were often treated as personal items. Now, they will be classified under a new category: "e-commerce goods." This new classification will introduce specific customs duties, taxes, and declaration requirements for items falling into this category.
Customs Duty Calculation
The duty-free import limit for goods arriving from abroad will remain at 200 euros (approximately 114,000 tenge). However, the method for calculating duties on orders exceeding this 200-euro threshold will be revised.
According to First Vice-Minister Azamat Amrin, these adjustments are not expected to significantly impact the majority of Kazakhstani consumers, as over 97% of shipments currently fall within the 200-euro limit.
Specific Tariffs and Restrictions
The new regulations will not apply uniformly to all types of goods. Certain items will have specific tariffs, while others may not be eligible for purchase through standard e-commerce channels.
Items such as alcohol, tobacco products, precious metals and stones, and goods requiring special permits can only be imported through standard customs declaration procedures. These items cannot be processed under the new e-commerce regulations.
Rationale Behind the New Regulations
Previously, goods imported from abroad were broadly categorized as for personal use. This loophole was exploited not only by individual consumers but also by entrepreneurs importing goods without paying taxes, thereby engaging in unfair competition with local businesses. The introduction of the "e-commerce goods" category aims to create a clearer framework. While purchases below a certain threshold can still be imported tax-free, exceeding this limit will trigger the assessment of duties and VAT.
This initiative seeks to ensure a more equitable marketplace and enhance tax revenue collection.
