Kazakhstan's Pensioners: What to Expect Without Work History or Contributions

Many Kazakh citizens may wonder about their retirement prospects if they haven't contributed to the pension system or have no formal work history. The Unified Accumulative Pension Fund (UAPF) has provided clarity on what individuals can expect in such situations.

Pension Fund Contributions are Key

According to UAPF specialists, retirement savings are built solely through individual pension contributions and investment returns. If these contributions have not been made, the fund will not disburse any payments beyond the basic state pension.

Eligibility for Basic Pension

For citizens who lack any work experience prior to January 1, 1998, or have not made pension contributions, a universal pension is not applicable. In cases of official unemployment and a lack of pension contributions, individuals will only be eligible for the basic pension amount.

Projected Basic Pension in 2026

Looking ahead, the minimum basic pension amount in Kazakhstan is set to be 70 percent of the established minimum subsistence level for disability. This is projected to be approximately 35,596 tenge in 2026. The actual amount of the basic pension is influenced by the duration of participation in the pension system; for every 10 years of contribution, the payment increases by 2 percent. However, for those with no work history, the minimum payment will be applied.

Previous Pension Data

Earlier reports from the Ministry of Labor and Social Protection indicated that as of the end of 2025, the average pension in Kazakhstan was 143,143 tenge. This included a universal pension of 95,549 tenge and a basic pension of 47,594 tenge. As of January 1, 2026, basic and universal pensions, along with state benefits, were indexed by 10 percent in accordance with the law on the republican budget.
