Pavlodar Deputy Justice Head Faces Reprimand for Arrogant Conduct

A deputy head of the Justice Department in Kazakhstan's Pavlodar region may face disciplinary action following an internal investigation that substantiated claims of his disrespectful and arrogant conduct towards employees.

Allegations Surface from Staff Complaints

The issue came to light after several employees filed complaints, presenting an audio recording of a meeting as evidence of the official's inappropriate behavior. The case was subsequently reviewed at a meeting of the Ethics Council.

Questioning Staff Identity Deemed Unprofessional

According to Amangeldi Khamzin, a member of the Ethics Council for the Department of Civil Service Affairs in the Pavlodar region, the core of the complaint wasn't about harsh words, but the manner of communication. Khamzin cited instances where the official repeatedly asked staff members basic questions like "Who are you?" and "What's your name?" despite working with them for at least four years. "This is not behavior befitting a civil servant," Khamzin stated.

Investigation Confirms Violations, Official Denies Guilt

The internal investigation confirmed that norms of official ethics were indeed violated. However, the official in question, Aydyn Samenkulov, did not admit guilt. He suggested that the complaints originated from only one department and that other employees held a positive view of his work. Samenkulov also speculated that the situation might be linked to his professional activities and recent career advancements.

Ethics Council Recommends Strict Reprimand

Members of the Ethics Council emphasized that such conduct, particularly towards subordinates, is unacceptable. They advised the official to maintain composure in interactions and avoid conflicts within the team. The council recommended imposing a strict reprimand as a disciplinary measure.
