Roman Sklyar Departs Baiterek Holding Board Amidst Government Reshuffle

Significant changes continue to ripple through Kazakhstan's state service sector. Following his recent appointment as Head of the Presidential Administration, Roman Sklyar has been removed from the Board of Directors of the Baiterek National Management Holding.

New Leadership for Baiterek Holding

The decision to remove Sklyar from the board was made by the sole shareholder of the holding on May 15, 2026. This move signifies a shift in the governance structure of the key financial institution.

Nurlan Nalybaev Joins the Board

Taking Sklyar's place on the board is Nurlan Nalybaev, who also serves as the First Deputy Prime Minister of Kazakhstan. Nalybaev brings a diverse background to the role, having previously worked in the oil and gas industry before holding leadership positions in the administration of Shieli district, the city of Kyzylorda, and as the Akim (Governor) of the Kyzylorda region.

Board Composition Update

With these changes, the Board of Directors of Baiterek Holding will now comprise 10 members. The current board includes prominent figures such as Olzhas Bektenov, Serik Zhumangarin, Nurlan Baibazarov, Madhi Takiev, Ersayyn Nagaspayev, Rustam Karagoyshin, Daniel A. Witt, Mary-Ellen Bearer, and Norbert Manfred Grundke.

This reshuffle underscores the ongoing adjustments within Kazakhstan's governmental and economic leadership structures.
