A company called AI Research Labs Ltd., specializing in the development and deployment of artificial intelligence products, has been registered in the Astana International Financial Centre (AIFC). Among its founders are Zhanibek Serkulov, head of the educational center of the same name, and Dmitry Mun, former vice minister of artificial intelligence and digital development, according to infohub.kz.

AI Research Labs Ltd. was registered in the AIFC on September 30. The new company's main areas of activity are the creation of software and technology solutions in artificial intelligence, research in AI and machine learning, and the deployment of software products and related IT services.

The new company's authorized capital is just $100. Its co-founders include Dmitry Mun, who served as vice minister of artificial intelligence and digital development until June 2026.

Since June 2026, Mun has also headed Q.AI, a joint venture between Kazakhstan and Chinese startup 01.AI, founded by entrepreneur Kai-Fu Lee. The company develops large language models adapted for Kazakhstan and serves as the operator of the National Artificial Intelligence Platform.

The second co-founder of AI Research Labs Ltd. is AI expert Zhanibek Serkulov, who is also the new company's director. Serkulov serves as CEO of the AI Research Lab educational center (like the new company, the center shares the same name). The center develops and delivers specialized AI training programs for organizations, management teams, and key business functions, and also creates applied laboratories at universities. In particular, an AI Research Lab laboratory operates at Satbayev University in Almaty.

Among the co-founders of AI Research Labs Ltd. is also BeInTech Kazakhstan Ltd. Its founder is Bagdat Mussin, former head of the Ministry of Digital Development and chairman of Kazakhtelecom; the company was registered in the AIFC in November 2025.

Recall that in June, Dmitry Mun left his post as vice minister to head Q.AI.
