Kazakhstan's Ministry of Transport has put forward draft amendments to air passenger, baggage and cargo transport rules for public consultation. The proposed changes aim to improve service and strengthen passenger rights, reports infohub.kz.
One proposal concerns musical instruments. They would be allowed in the cabin as carry-on, on a separate passenger seat, or in checked baggage, subject to requirements. Specifically, instruments like the dombra and kobyz could be carried in the cabin in a secure protective case, with dimensions not exceeding 110×35×30 cm and weight up to 10 kg.
Another change relates to pets: they could be transported in the cabin under conditions set by airlines. Additionally, the draft seeks to legally guarantee air travel discounts for passengers with disabilities.
If an aircraft is replaced with a smaller one, boarding priority would be given to minors, people with disabilities, passengers with serious illnesses, pregnant women, and retirees.
To strengthen passenger rights, the draft proposes a specific deadline for paying compensation for flight delays — no more than 10 calendar days from the date the claim is filed. It also plans to hold airlines liable for damage to unchecked baggage if the carrier is proven at fault.
The draft regulation has been published on the 'Open NPA' portal, where anyone can review it and submit suggestions and comments.
